The "Filter Rules" screen is the last confirmation screen to show after
creating a rule.

Users then need to manually scroll to the bottom of the list to confirm/edit
the new rule. This is a problem for users with hundreds of rules. 

The new feature will automatically scroll to show the latest created rule or
change the screen sort order.

good point, I will add a "scroll down" feature. there is a similar feature
already when you search for duplicate rules with in the same filters.
