Thunderbird 60.3.3 (32 bits)
Thunderbird don't show in the tree folder custom icons each time I restart
tunderbird ...
I have to remove icon and get new one to see it again in the tree

Assigned bug. I heard this from different people oncee they updated Tb to
version 60.* - I cannot reproduce it on my system (Thunderbird 6.3.3 64bit on
Windows 7). 

I definitely want to find a solution over the holidays!

If you add the "DEVELOPPEMENT" folder as tab, and then assign an icon, does it
show in the folder tree?

I made 'DEVELOPPEMENT' as tab, and assign icon. Icon appears in the folders
tree.
but do not stay in the folder tree when I restart. But stay as icon tab when I
restart.

Can you add it to [Bug 26616] - I think these are all related; I just have a
difficult time to reliably reproduce the problem; unfortunately individual
style rules cannot be inspected within the folder tree. Also please try to
re-assign the icon through the folder tree context menu to see whether this
fixes it.
