When we create a new subfolder it only sometimes ends up in the Recent folder
dropdowns.

4.4 prerelease 22

Test version - sets the MRUTime attribute of new folders through the global
Folder Listener and the "OnItemAdded" event. Works for both the folder tree
context menu and the Tab context menu (Mail Folder Commands > New Subfolder)
