We were able to

# pull a menu item from a subfolders to the QuickFolders toolbar
# pull the current folder tab to the QuickFolders toolbar

this used to create a new QuickFolder Tab. It is not working with Thunderbird
52.8.0 - no error message is shown

this part moved to it's own bug:

[Bug 26560] Drag Current folder to toolbar not creating new QF tab
------- Comment #2 From Axel Grude 2018-06-30 04:34:03 -------
This happened during troubleshooting the Phoenity theme - dragging messages on
QuickFolder Tabs doesn't work in some installations

I tried to circumvent an empty transferData.first by adding
canHandleMultipleItems:true
to the toolbarDragObserver

the underlying error showed up in a Thunderbird module.
