If the "Listen for Tag changes" option is switched on and the Filter Assistant
is active, this can lead to the filter assistant window being opened
repeatedly.

also the tag retrieved from the change (and which is suggested in the resulting
filter action) is always "Important" instead of the selected tag.

quickFilters 3.0.2 Prerelease 8

This bugfix wraps the Thunderbird function ToggleMessageTag and should be more
reliable than the previous event driven version which tried to use the event
OnItemPropertyFlagChanged.
