When we create a filter from a message that is in the Inbox (or other such
folders which do not require "move to folder" actions) the "move to target
folder" doesn't make a lot of sense. So it should be possible to disable this
action in the filter assistant.

Also it would be nice if the action would be switched off by default in the
following folders: Inbox, Drafts, Templates, Sent Mail, Newsgroups.

This prerelease allows unchecking the Actions "Target Folder" checkbox. It also
automatically unchecks it in folders with any of the following flags:
Inbox
Drafts
SentMail
Newsgroup
Queue
Templates
or if the initial folder of the email is the same as the current folder.
